All larger public building will now require a Display Energy Certificate (DEC).
The certificate assesses how well the building has operated based on the actual annual energy consumption and gross floor area.
A DEC uses a 'benchmarking' methodology to calculate what is known as an operational rating.
If a public building is constructed, sold or rented our an EPC will be necessary.
